The World’s Strongest Warriors

OP-17 is built around some of the most powerful figures in the One Piece world.

The six Leaders are:

• Edward.Newgate
• Shanks
• Rocks.D.Xebec
• Kaido
• Monkey.D.Luffy
• Charlotte.Linlin

This lineup brings together multiple generations of legendary pirates and directly reflects the set’s focus on the world’s strongest warriors.

The Four Emperors

A major attraction of OP-17 is its focus on the Four Emperors.

The set features Shanks, Kaido, Monkey.D.Luffy and Charlotte.Linlin, alongside Edward.Newgate and other legendary pirates.

This gives the expansion a strong historical connection between the old generation of Emperors and the newer generation.

For collectors, this creates an unusual opportunity to find multiple legendary pirate captains within one main booster release.

Rocks.D.Xebec

One of the biggest attractions of the set is Rocks.D.Xebec.

OP-17 introduces Rocks as a Leader and also includes OP17-118 Rocks.D.Xebec, one of the set’s Secret Rare cards.

His appearance gives the expansion a direct connection to one of the most mysterious and powerful pirate figures in One Piece history.

Whitebeard Pirates

Edward.Newgate, also known as Whitebeard, receives major attention in the expansion.

The set includes Whitebeard Pirates such as:

• Edward.Newgate
• Marco
• Izo
• Jozu
• Vista
• Atmos
• Kingdew
• Fossa
• Blamenco
• Blenheim
• Whitey Bay

This makes OP-17 particularly interesting for collectors building a Whitebeard Pirates collection.

Shanks

Shanks receives one of the six OP-17 Leader cards.

The set also includes a Manga Alternate Art Shanks, giving collectors another major chase card connected to one of the most popular characters in the One Piece Card Game.

Shanks’ presence alongside the other Emperors reinforces the set’s focus on the strongest pirate captains.

Kaido and Charlotte Linlin

Two former Emperors, Kaido and Charlotte Linlin, also receive Leaders in OP-17.

Their inclusion connects the set to the Wano era and the former generation of Emperor-level pirates.

Collectors who enjoyed the earlier Kaido and Big Mom-focused cards now have another major Japanese expansion featuring both characters.

Monkey.D.Luffy

Monkey.D.Luffy is the sixth Leader in the set.

OP-17 also introduces a new Super Leader Parallel treatment, with Luffy’s OP17-079 appearing among the premium versions.

The set additionally includes Luffy cards connected to the modern Elbaf-era Straw Hat Crew.

Elbaf and the Straw Hat Crew

OP-17 expands into the Elbaf portion of the One Piece story.

Characters such as Roronoa Zoro, Sanji, Franky, Brook, Hajrudin and other Elbaf-related characters appear in the card pool.

This gives the expansion a connection to the current era of the One Piece story while still maintaining its focus on legendary pirate powers.

Loki

Loki is one of the major cards associated with the Elbaf side of the expansion.

The set’s OP17-119 Loki is a Secret Rare, making him one of the significant chase cards in the Japanese release.

His presence gives OP-17 an important connection to the mythology and characters of Elbaf.

Manga Alternate Arts

OP-17 has several major Manga Alternate Art chase cards.

The Japanese card list includes Manga versions of:

• Edward.Newgate
• Shanks
• Kaido
• Charlotte.Linlin

These cards give collectors some of the most recognizable characters in the One Piece universe in premium artwork treatments.

New Premium Rarity Treatments

OP-17 introduces additional premium treatments that make this set particularly interesting for collectors.

The expansion includes the new Super Leader Parallel and Pirate Crew Super Parallel categories.

The Pirate Crew Super Parallel cards include:

• EB04-061 Monkey.D.Luffy
• OP17-118 Rocks.D.Xebec

The Super Leader Parallel gives the six OP-17 Leaders another premium version to chase.

Treasure Rare

Another premium element of the set is the Treasure Rare slot.

The current card catalog identifies a Treasure Rare version connected to Edward.Newgate, adding another high-end collectible to an already chase-heavy expansion.
